I think my cpu is busted.

Hello, ive been having some computer problems recently. My computer wont connect to my monitor, and my fan is running at a very low speed, I bielieve my CPU is the problem, and was wondering how to know if it was fried, I took it out after running it for 30 minutes, no video, low fan speed, and when I took it out, it was cold to the touch, should it not be hot when I take it out?

What CPU? Describe your PC during this state. Any lights? Activity? Does the monitor says no connection?
