Graphic Card uses its full speed all the time

Hello.My problem is that my video card (gigabyte gtx 580) regardless of what mode im in,whether its 2d (browsing the web,listening to muisc) or 3d (playing games and stuff like that) uses its full power.It was using 50mhz a while ago (half a year ago or maybe less) in 2d mode and its full speed in 3d.I did try setting adaptive mode in power managment of nvidia global settings+using default nvidia preset and setting everything to power saving in windows power management,also did try setting bios to its defaults and none of that seem to work,the only thing i didnt try though is downgrading my video drivers.

try to update new one 301 drivers which is now capable with 500 400 series also power i suggest u cant change the power requires by u r gpu and also ur gpu is good one dont experiment on it
