Green-lined screen frustration

So, I just powered up my build for the first time. LEDs all turned on fine, but my screen was green and black. http://i.imgur.com/QdyzF.jpg What could it be? I've already tried plugging the DVI cord into the motherboard and removing my GPU completely, but still I get the same green screen. Are my gpu or mobo DOA?

Do you have a different monitor or tv to plug it into to see if it's not your monitor causing that?
