New Dedicated Server Help

Hi, I am looking for some advice from the PC building community for my Dedicated Server Build.
I keep going over budget in my $400+ builds and am looking for some help staying on budget. I have built two other gaming PCs in the past, but am looking for the best for the budget this time around. I have two mATX cases and one ATX case lying around and want to use them. The following form below summarizes what I want for my system. Its a tough one, but hopefully someone will excel at helping me with this tough task.

Approximate Purchase Date: 10/24/12 or later

Budget Range: Up To $500

System Usage from Most to Least Important:

1. Dedicated Server, Data Storage, Game Server
2. Everything Else (its a server, don't need it do much else)


Are you buying a monitor: No (Server)

Do you need to buy OS: No (Using FreeNAS)

Preferred Website(s) for Parts: Newegg, CompUSA, Directron.com, anywhere there is a cheaper price

Location: New York City

Parts Preferences: AMD (Primarily), Intel (If its needed)

Overclocking: No (Server)

SLI or Crossfire: No, unless there is a way to utilize CUDA to offload game server processing (Dedicated Server)

Your Monitor Resolution: N/A

PSU: Already Have a 400w Dynex (New, barely used)

Additional Comments: Dedicated server must be at least dual core, have around 4GB+ of RAM/Memory & have two or more large 500 GB+ Hard Drives (its going to be used as a web-server, Data Storage server for my Computer Shop & run many game servers for my online community)

True, but I would like to budget ahead of time to ensure that I avoid over budgeting issues, as I am trying to start a small business.
