Here is the build I would suggest. Just out of curiosity, why do you not want an SSD? For your price range, it would be very easy to afford one. It would cut your boot times significantly.
Anyway, like I said, a single gtx 670 will be able to max out your games if you only plan to play at 1920x1080. Then, once the price goes down, you can get another one. That way, you save some money. If you really want to though, you have more than enough in your budget to buy the card right now.
The i5 3570k would be sticking around for a long time. Just overclock your CPU to make it last longer. I added a great CPU cooler in the build which should allow you to OC up to about 4.5 GHz or so.
