Is there a way to tell Windows XP Home edition what program to load first at
boot up? My system reboots every night after disk clean up. Since I have a
DSL connection that is always connected, I' like to load McAfee Security
Center BEFORE programs that attempt to contact the internet.

Not really. You could write a batch file to start the applications at
startup in a given order.
