Help Upgrading Radeon HD 4670 512mb DDR2

Looking into upgrading my hd 4670 512mb ddr2 pci-e 2.0 with a budget of up to $75'ish. I went out today and got an HD 6450 not knowing it was a lot worse than my current card so I'm bringing it back in the morning. My buddy just bought me a new PSU thats 450w as my old was 300w.

PC specs are AMD Athlons 64 x2 dual core 4200+(i know i need an upgrade but I want to get the GPU out of the way first, currently no job so income is far and few between =(

windows 7 pro 32 bit
5 gigs of ram installed (even though 4 is usable being 32bit)
450w psu

motherboard First International Computer, Inc.
model K2BC51G/PV

chipset NVIDIA GeForce 6100
Southbridge NVIDIA nForce 410/430 MCP

pci-express link width x16/max supported x16 (so could a 2.1 fit here on this board? I read its back/forwards compatible but not sure on my board, I know 2.0 will though)

currently my gpu is the bottleneck with my cpu falling not so far behind it. I like to play skyrim and get around 25ish fps steady and 35 or so indoors, depending on what mods i use. I'd like to actually use some of the more GPU intensive ones and have a good FPS but at the moment I cannot. Also play SWTOR and can't play with shadows with my current card so any card that would let me get some shadows would be great too =)

I play at 1280x1024 and can't go higher as I'm limited by my monitor.

If possible I'd like more than just a few cards, as the compusa I go to doesn't have a very large selection and I don't think I can view just THAT stores inventory online(as its tigerdirect)

was looking at 6570/6670 and they are borderline at my price range, along with the gt 440. Radeon/nvidia doesn't really matter to me.

k ty, so if I upgrade my gpu, I'll still see an improvement over my 4670 even though my cpu is still meh? Watched my performance monitor and MSI afterburner to monitor everything when I was playing skyrim, and the GPU was at 100% the whole time whilst the cpu was around 75-80%. That does mean the GPU was bottlenecking right?

Also if I find the 6670 or GTS 450 to be a tad too pricey, whats the next level down I should look into?
