Your Cooler Master Elite Power 400 Watt (RS-400-PSAR-J3), with its combined +12 Volt continuous current rating of 23 Amps and with one 6-pin PCI Express supplementary power connector, is insufficient to power your system configuration with a single Radeon HD 7850.

The Corsair VS Series VS550 550 Watt (CP-9020050-WW), with its combined +12 Volt continuous current rating of 42 Amps and with two (6+2)-pin PCI Express supplementary power connectors, is more than sufficient to power your system configuration with a single Radeon HD 7850.

For a system using a single reference clocked Radeon HD 7850 graphics card AMD specifies a minimum of a 500 Watt or greater power supply. The power supply should also have a combined +12 Volt continuous current rating of 27 Amps or greater and have at least one 6-pin PCI Express supplementary power connector.

What's the exact model number of your Cooler Master 400 Watt power supply? Cooler Master has several 400 Watt models with the majority of them incapable of powering a system with a single Radeon HD 7850.
