ATI AIW Radeon vs. WINTV-PVR

I am trying to decide on which card to get. Basically what I want to do is record TV in Mpeg VCD format, burn it, and watch it on my DVD player with as little loss as possible. From what I can tell, the All In Wonder Radeon has a little better performance, but I don't know how much better it is really gonna be. If possible, I would like to avoid getting the AIW, because I am happy with my current video card. Any feedback You could give me would be great! My system is:

AMD Athlon 1.4GHz
256 PC2100 DDR RAM
Asus A7A266 Motherboard
Western Digital 40GB 7200rpm Master Hard Drive
Maxtor 20GB 5400rpm Slave Hard Drive
TDK 12x10x40 CDRW
Pioneer 104s DVD

The WinTV-PVR is pretty good, I have one of those, it allows MPEG2 encoding on hardware. But I suppose, you're just interested in MPEG1 for your VCD's. I think it comes with a vcd burner of some sorts. The quality is comparably good to some of the VCD's I've seen. Not comparable to DVD's though.
