menu start

I saw the menu start pop up box in the middle of the desktop and
fixed. So it didn't roll down no more. How is this done. So the menu
underneath the start button was fixed in the middle of the deskop, I
want that too. Anyone whose got an aswer can mail me at
cartoonsmart@home.nl
