Best CPU Cooler for Rosewill R101-P-BK under $40?

Hello I just built a PC for a friend using the Rosewill R101-P-BK case. His CPU temps are a bit higher than he or I would like. So i am looking into getting him an aftermarket CPU cooler. I use the evo 212+ for most builds but want to make sure it will fit his case. Hes using a GIGABYTE GA-H61MA-D3V Motherboard using low profile ram and a gtx 560ti. I am very cramped with work and getting back to school soon so I don't have as much time as i would like to research this for him right now. So I am turning to the expertise of toms hardware's community for some help. Only wanting to spend around $40 as that's all he can afford right now. Also looking for a good 120mm front intake fan.
