Unlocking amd 4000+ 939

i have an athlon 939 4000+ and it is running at 1100 instead of the standard 2800. what's wrong?

Is it a pre assembled system? Did you build it yourself?
Do you have it on some sort of energy saving mode?
How is your fan? Is the CPU fan running well?
Have you altered any BIOS setting?

Turn OFF any power saving and set it to high performance...

Then reboot and check again...
