You won't really be able to use anything from the existing PC but the hard drive. I personally wouldn't go with a Phenom II on a $1K build.

Yes that windows license is locked to that PC

You might be able to sell the old one though, its not bad, CPU clock is a little low for some games though. you could just upgrade the PSU and GPU.

Also the 670 and 7970 are massive overkill for 1440x900

Yeah the Windows license is locked to that PC - you'll need to get a new copy. And you have to reinstall it every time - the reason is due to driver issues. Plus most of the time pre built systems don't include backup discs - the manufacturers expect you to make your own.
