Transparent moving bars?

So I recently just built this computer and I'm using and AMD Radeon 7870. Everything works great except for a constantly moving black transparent bars that move down the screen while I'm playing certain games. I turned on V sync and that made it better, but the lines are still there.

My question is: If I can find no other solution to this problem, I'm going to return it to the store...should I exchange it for a completely different card or should I just replace it with the same card? (Assuming that my current v card is just faulty)

Do you have another rig you test the card in or do you have another card you can test in your rig?

Unfortunately not.

In this case, you've got a 50/50 shot. If you really want that particular card, can't hurt to exchange it for the same as it is most likely the culprit.

I exchanged it for the same one, and the issue is still there. At this point I'm guessing my computer doesn't like radeon's driver, so I guess I'll be switching to NVIDIA.
