Well do what it says, and 'contact' the nearest Nokia 'service' agent.

Seeing as the phone is a *Nokia* , does that give you a clue ?

In which case it's probably not connected to any of the networks yet.
Try a working SIM from another phone or buy a PAYG SIM.

'contact service' actually means the phone itself is broken.

If the SIM wasn't registered or was invalid, you'd get a different error,
'Unregistered SIM', 'SIM registration failed', or it would just not find
an active network.

I did once get this message on my 8310 after swapping SIMs. The
normal message if the handset is locked is "Phone restricted".
