In the above situation 1 and 2, the signal speed of the part a and b are any difference ? Which is the best of above 2 situation ?

Depends on the quality of your cables, it should not be enough to be consequential.

The more important issues would be convenience, signal quality you could measure, but if it were a problem, you'd be better off buying better cables.

It is not enough to be concequential as mysticminer says,if you have some difference between the two is the propagation time,if you use the same mean(cables) then less cable length means "faster" speeds,keep in mind U=S/t and you have your solution if you need a solution for a lessons of yours:p
