Radeon 6950 Display Problem

Hey guys, I was hoping somebody could point me in the right direction to help me solve this problem. So I just got a Radeon 6950 video card off of newegg and I received it today. I uninstalled the nvidia drivers then powered off my computer and unplugged it.

I opened the case and replaced my old 9600GT with the new Radeon 6950 (which is huge btw) and plugged everything back in. When I power on my computer, I get no display on my monitor, and 1 of 2 things will happen.

1.) If I put my DVI cable in the top slot, then flip the power switch on, my computer turns on and off until I power it down by flipping the switch off.

2.) If I use the bottom slot, I get no display on my monitor but my PC powers on only when I press the power button and everything will be fine, then I hear a normal beep which was there even with my 9600GT, but after a few seconds the fan speed of everything except the video card slows down significantly and it does not stop until I power it down.

I'm not sure what the exact problem is, I have two ideas, the first is that my power supply is not powerful enough, which makes a lot of sense because I have the worst brand ever and to top it off, it isn't that powerful to begin with. The second is my case itself, it is a very tight fit and was fairly difficult to get the radeon 6950 to fit in the slot in the first place.

Everything is inside of my Vostro 200 Minitower which I bought 5 years ago, I made some small adjustments though. I replaced the power supply that came with it with a DiabloTek PHD550 back when I bought my PC, which was the biggest mistake in the world. I also added 2 GB DDR2 RAM so now it totals to 4 GB, and I purchased a 9600GT to replace the integrated graphics.

My case size is:
Height: 36.2 cm (14.2 in)

Width: 17.0 cm (6.7 in)

Depth: 43.5 cm (17.1 in)

If I had to make a guess, the issue is with the power supply. My 9600GT draws about 118W on full load if I recall correctly, and the radeon 6950 draws about 160 idle. Also, would anybody recommend a good power supply and case replacement that I could go with? I really hate how tiny my case currently is.

I was thinking of getting this:

And one of these two:

Any better suggestions would be great, thanks!

Diablotek makes some of the worst power supplies on the market, but you don't have the worst, because I do. One of my computers has a 680W PSU that puts out less than 350W. I would upgrade it to something of higher quality. Of those 2 units, I would go with the Rosewill.

The Seasonic 620W unit is one of the best on the market and would be great. Corasir also makes good ones.

That is in fact a really nice case.
