Help with Graphics Card (ATI Radeon HD 7770)

Hello, So recently I've built a computer and i having a problem with the graphics card, it's a ATI Radeon HD7770. My monitor won't read the graphics card when plug the dvi cable into the graphics card and just comes up with the blue screen saying "no signal".Do i have to download the graphics card driver first before i plug the GC in or what? Any solution to getting it to read it? thanks
