How do I turn up the CPU fan speed?

Hello Guys!

I got some problems with my CPU I think it's too close to its thermal temperature which is 67.4 celsius.

So as the thread says, how do I do this? Well, actually it's kind of a stupid name for this thread. I've read my MOBO manual and I actually do know how to do this. My question should be more like - what values should I choose?

I use a stock cooler from Intel and I'm not sure how much is too much and how Little is too Little.

So what values should the stock cooler run at on the SLOPE PWM?

Or do you got any recommendations for a better CPU cooler? I would like a CPU cooler that is easy to install, much like the stock cooler. I don't want to be fooling around with thermal paste because I'm very goofy, I know I will have a fully loaded desktop after my brave attempt of installing such a cooler.
