Athlon II X4 635 Bottlenecking

Hello,
I am currently running a two year old rig with an Athlon II X4 635 and a Radeon HD 5830. I was considering upgrading one of the two parts, but I wasn't not sure if doing so would result in a bottleneck from the older component.

My questions are as follows:

1. If I were to upgrade my graphics card to a newer model (most likely in the $200-$300 range), would my framerate be held back by my older processor?

2. If I were to upgrade my CPU to a newer model ($100-$250, AM3+), should I expect any performance improvements?

1 it would still be an upgrade and you could always overclock the CPU to keep up.
2 in some games but the 5830 is about the max the current CPU can keep up with.

I've never gotten into overclocking, so I have no idea how to go about doing it. How much would I have to overclock my current CPU to get it to keep up with a 660 Ti, 660, 7950, or 7870?
