Out of the Tv-tuners me and my friends own, the best one in terms of quality and performance would have to go to the TV-Wonder (non VE and non USB edition). I own a generic cheap one called Tview99, it is alright, but IMO, my friend's ATI Tv wonder beats mine as well as my other friend's Hauppauge WinTV.

Go here and scroll to the bottom of the page to see a comparison of the two. In terms of quality, both are exactly the same. If you like the extra bells and whistles, the non-VE has s-video in and can also encode video into MPEG-1 format. If you don't care about that stuff, go with the Value Edition.
