First, sry for my english, I will try my best..
I have this PSU

I dont know is it really 550w?
I have x4 630(2.8ghz but I want it to oc to 3.5ghz,offcourse if I can)
Gtx 460 768mb(oced to 860/2160/1720)
4gb ram..
2HDD..
for now I wont have any problems, but can I oc the cpu to 3.5?

Hi - You will be fine for that amount of OC, your system will draw
less than 300w total without OC, 142w of it is the gtx460.
You have 420w(35 Amps) avail on +12v rails, so you're good to go.
