Will GT 610 be enough for this?

I want to buy GeForce GT 610 for watching HD and online videos, playing flash games, browsing, webcam chatting etc...

And should I get GT 610 with 2GB of VRAM or 1GB is enough? (the difference in price between 1GB and 2GB versions is ~$5)

The 610 should be good enough for those purposes. Get the 1GB version, the 2GB version won't benefit you at all with those uses. Even when gaming the 610 doesn't have the horsepower necessary to use more than 1GB or video RAM. The 2GB version is just a marketing gimmick.

1GB version should be enough. I am pretty sure it is not fast enough to even use 512MB effectively. For example, the Radeon HD 5670 is faster than the GT 610, but it could not really make use of more than 512MB of RAM. In a "face-off" between a 512MB Radeon HD 5670 and 1GB Radeon HD 5670, there were virtually no difference in performance until you hit 2560x1600 resolution. Needless to say the HD 5670 is too weak for 2560x1600 resolution so even an increase of 9FPS to 11FPS is not much of an improvement.

If its $5 more for double the RAM, I think its a easy decision. Get the 2 GB model duh!

Forgot to mention, the 2GB one has a fan on it, and 1GB doesn't, so I guess I would rather get a 0db 100% silent one with a heat sink and 1GB

So it means that the 2gb gt610 is the same as 1gb?

yes and the 1gb would be similar to 512mb as well which means 2gb is similar to 512mb according to special theory of graphics card relativity
