My charter dsl internet connection is rated @ 60 mbps why cant I get my xp compu

I cannot get my laptop computer with windows xp to accept my 60 mpbs speed , all I can received is 17.25 mpbs speed on both of my computers ,we have our computers hardwired for speed.

how do you know that your isp has 60mbps and your only getting 17.25??
