Gaming Rig for WOW

hello guy i am making a computer for my friend and he said the only thing he wants to use it for is
WOW-World of warcraft but he wants a system that will play WoW with everything on Ultra and recording with fraps and he wants to all ways have 60+ Fps when recording so can anyone got a computer specs that can do that

i was thinking maybe

GTX Graphics Card
maybe 8-16gb Ram

he want to keep the system within £3000
