Hey, will my AMD 940 BE clocked at 3.2 Ghz bottleneck an AMD 7870?

Yes, you need to overclock it to 4ghz or as close as you can.

It's not something that is gonna damage anything.

Your cpu just cant feed the GPU fast enough to get the full power outta it, that's all.

Agreed clock that sucker that's why it's a BE that is not a great OC board but you should manage close to 4.0 with some voltage tweaks or try a over clocking tool like this

that will not help you - you probably should replace your board too, I never heard of Jetway o.o Grab an Asrock board with a 970 chipset, overclock, you'll be fine.

do I have to tweak voltage? I'm kinda worried about messing with that. Plus my temperatures already reach around 55 C at load with an aftermarket cooler.

no that tool is pretty easy to use, good help files.

When it comes to overclocking the CPU, yes, you have to tweak voltage. And that's okay, 55 C isn't too shabby with an aftermarket cooler. Try to get it at, what, 3.6GHz with 1.25-1.28V? That sound fair guys?

The CPU's fan's speed should automatically re-adjust unless you have it manually set to a certain speed.

yes but your board should do that automatically when the temps go up,how are your temps now, you may want to apply some fresh thermal compound too,

40c at idle seems a little high your loaded temp is just fine, mine runs at 29 idle and 52 load w/the hyper 212 evo cooler
