Intel core2duo E8400 temp problem

i installed speedfan to check whether my cpu readings are good it showed this http://s13.postimage.org/bhsb3nhwn/temps.jpg i want to know whether this temp is normal if not what i have to do .i just touched the chipset heatsink it was hot like a hell and i could fell large amount of heat near processor cooler my specs are
intel core2duo E8400(running at stock speeds with stock intel fan)
asus p5kvm motherboard
2x2gb transcend ram 800mhz
nvidia 9500gt 1gb
cooler master extreme power plus 460w (refer this link for further info about this psu http://www.coolermaster.in/product.php?product_id=3686)
 
I would use some asus software for hardware monitoring in windows:

Al suite II works great with windows 7: http://www.asus.com/Motherboards/Intel_Socket_1155/P8H61M/#download
Choose your os, then suite II under utilities.

If touching the heatsink burns your finger, then check the pins or pop off the heatsink and clean and re-apply thermal grease; use a single drop on the cpu. I clean it with acetate in finger nail polish remover.

the chipset heatsink is also very hot when i tough the side of the case it's also hot here are my readings at idle i'm currently browsing internet and downloading windows updates http://s9.postimage.org/rqk5m3plb/temp.png
