Problem whit boot.

Hi!
I just bought Components to build a new PC, built it and then tried to boot.
When i try to put the power on, it goes on for about 1-3 sec then it shuts down by itself.
I've noticed that the CPU fan is not spinnig at all, it every times tries to spin but it kinda only does a little move, moves like it would be stuck or something.
I've checked many times that i have the cables right (24pin + 4 pin) and the other RAM etc.

Any help would be appreciated.

Edit: I've noticed that everything else seems to work but when the CPU fan "tires" to move, but fails, the system shuts down shortly after that.

Thank you for the response, and yes I'm sure that i have my CPU fan plugged in the right spot, it seems to me that the boxed intel CPU fan is broken or something similar.
 
That is very doubtful, rarely do they ship faulty CPUs or boxed parts. It is more likely that the motherboards connector is faulty.

Dont you have an old pc to borrow a fan from? Dont forget thermal paste though.

Thank you again, but that is my first computer desktop computer I've ever had.
I think i'm going to a local computer shop and they will take a look at it.
But thanks anyway.

I'm still open for ideas what to do, so if anyone have something on their minds, please dont hesitate to reply :)
