The PhII 965BE is a more mature process than the FX4100 Bulldozer and can push that HD6950 just dandy -- better than the FX-4100.
A Piledriver (or possibly, Steamroller a bit further down the road) upgrade at the end of the release cycle next Fall will be available at close-out prices. That's the way AMD rolls.
Intel does not cut prices in that manner. An SB/IB i5/i7 will cost roughly the same next year as they cost this year. It's the way they roll. Haswell prices, even as a new product, will fall within the same price envelops as SB/IB.
And, if you save a little bit more cash beyond the CPU, you could upgrade to Northern Islands 12-18 months from now. It should be hitting a nice price sweet spot by then
