Is my CPU bottlenecking my GPU?

When playing BF3 at high preset and 1920x1080 I only get 30-45 fps which I know the 7850 is capable of more however what I noticed with afterburner is that my gpu usage at the highest goes up to 50% and averages at 45% usage. Is my I5 650 bottlenecking my 7850 in BF3? My cpu usage is from 80%-98%. Or could It be my power supply I have a rocketfish 80+ 500w, I don't think It's my psu, but If I need to I can upgrade my psu and my motherboard and cpu. What would be a good choice for a cpu and motherboard and a psu I have $250 to spend. Please help?

The best way to check, is to overclock your cpu, if you gain fps then there is the problem.

Well see I can't overclock it I'm on the stock cooler.
