Affordable HTPC to view/stream HD 1080p videos

Hello All,

I have never built a computer or a HTPC before but it seems like the cost efficient way to go. I need your expertise.

Approximate Purchase Date: ASAP

Budget Range: $300 - $350 (May push up to $400 if needed)

System Usage from Most to Least Important: viewing HD 1080p content (ie. mkv video files), streaming HD videos on YouTube, Netflix, etc.

Are you buying a monitor: No

Do you need to buy OS: Yes

Your Monitor Resolution: 1920 x 1080 (40" LED 1080p 120Hz HD TV)

Additional Comments: I would like it to be quiet. I won't need a DVD/Blu Ray player, mouse, or a keyboard. Will be connecting to the TV via HDMI.

Why Are You Upgrading: I'm frustrated my PS3 cannot view .mkv video files and WD TV Live is crap.

You need an operating system too , and if you use windows that will cost you $100 .
