Computer Hangs at Start Up 9 out of 10 times

So I had a computer built on a website a few weeks ago and I bought a video card separately on Amazon. Computer runs great when it's on but anytime I reboot, my pc hangs at the Windows start up screen. I removed the video card and have no problems when it's not installed.

I installed my video card into my fiancee's computer and it works great, no start up issues. I install my fiancees video card on my pc and the start up problems persist. It's not the video card. What is the most likely culprit?

Since your card runs ok until you reboot, and also works in your fiancee's computer, my 1st suspicion would be your PSU.
