I want to change the basic blue screen which says "welcome". It's the one
which comes up straight after the black splash screen, and before the screen
which asks you to type in your password. I have created a jpg of the picture
i want. Where do I go from here? I've used TweakUI but it doesnt change the
screen I want, and BootSkin only changes the black WindowsXP flash screen at
the very start of the boot.

Try searching google for logonui, or you can also use stylexp from TGTsoft.
