Monitor does not get the input signal

Hello,
i have a new build with amd phenom 1090t, Asus m5a97mevo MB, msi radeon r 6790 GPU and corsair venegence 1600mhz 8 gig RAM, SAMSUNG S22B370H 22 INCH LED monitor.
the pc works fine when i turn on the cpu as well as the monitor together but when i just turn on the cpu and after 10 or 15 sec's i turn the monitor on, the monitor is blank even after prssing the keys on keyboard and displays only a cursor siymbol at the top of the screen. once the monitor is turned on and i restart my pc everything works fine.
i think ideally even i switch on the monitor after the pc is completely booted it should display the home screen
