I'm thinking about updating my current NVIDIA GeForce 9500 GT

APPROXIMATE PURCHASE DATE: Within this year
BUDGET RANGE: 100-200$

USAGE FROM MOST TO LEAST IMPORTANT: Gaming (Mass Effect 3, Battlefield 3 at 60fps [is this too much to ask?])

SYSTEM SPECS: http://pastebin.com/raw.php?i=DPvj0yUz

MONITOR RESOLUTION: 1920x1080, but I game at 1024x768

If you want Battlefield 3 at 60fps on ultra than it is too much to ask. 480$ will get you a 7970 which should be able to do that job.

yes that is asking too much. to get close to what you want that is close to your budget:
EVGA 012-P3-1571-KR GeForce GTX 570 $264.99
$239.99 after mail-in rebate card

now you have not disclosed what your psu is (make and wattage).

you could look at this that is in your budget but the draw backs are heat and power consumption:
EVGA 015-P3-1480-KR GeForce GTX 480 $199.99
