$350-$400 budget, PC for New Vegas MAX settings

Is this too much to play New Vegas max settings? Too little?
I got a 19" widescreen 1440x900 resolution.
already have a 600 gig hard drive.
Another question, I already have a good USB dvd drive, do I still need to buy a dvd drive to install windows on fresh new computer etc? $400 budget but My goal is to spend the least amount of cash to play new vegas at max settings 45-60 fps.

You are going to want a better graphics card if you want ultra high settings I think. If you drop the CPU cooler for now and also drop to 4GB RAM, you should be able to afford a HD 6850.

That should get ultra high settings at 900P, probably at 1080P as well.

You could always wait till your rebates are sorted out then add the cooler and the extra RAM later.

The 212 evo would help temps but you only need it if you are overclocking the 955. I would personally buy a sapphire HD 7770 over the 6850 because it's performs equal to the 6850 in benchmarks but is newer, cheaper, and uses a lot less power.
