My cpu could not run in full core speed

my cpu is intel i7 3770,
motherboard msi z77a-g45,
power supply cooler master slient pro m2 620w
ram CORSAIR Vengeance 8GB (2 x 4GB)
bios v2.7(as photo)
os - window 8 pro
my cpu never get into 3.4 core speed, even i am running text by 3d mark vart, or nuclearmc( prove by cpu-z, as photo, the photo took when running nuclearmc test)
it is not power saving... bios reflashed, cmos tried
i asked intel, and they use intel processor diagnostic tool to prove me the cpu have no problem (as below)

I'm pretty sure it's your board not doing it's job. The ram is at 800MHz but should be at 1600MHz (half) and your processor is at 1600MHz (16x100). The idle multiplier of i3, i5 and i7 is 16 so it looks like your board is constantly putting your cpu in idle state...
You have a z77 chipset which supports overclock so you could take a look at your bios and what's wrong ...

DDR 1600 should be running at 800Mhz. DDR means "double data rate" so the RAM is actually 800Mhz, but getting 1600Mhz worth of throughput. Some utilities and BIOS will show the 1600 or 1333 figure, but the true clock speed is half that figure.

Look at your bios and disable any power friendly, eco saving stuff ... Try to put load on your processor and see if it goes up. It's not your processor, it's the motherboard so if it's not working, get another one (motherboard).
