No display using mini disp. on cold boot up only?

Recently purchased a 2nd 6970 card (HIS IceQ Turbo) which I'm using as my primary card. Plugged in I have DVI, DVI, Active mini display adapter -> DVI. On cold boot (restarts are fine) only the card seems to spin up the fan (as normal) but they stay very high and I get no display at all through any display (have 3 attached).

Unplugging the display adapter and booting it works, I can then plug the display adapter back in - I can do this on the bios / windows startup and it works fine.

Previously worked fine on a single, older 6970... very odd.

why not switch back to the other one being primary? it doesn't make any difference

the new one has a slightly higher clock speed, but I could do but just wondering if it's fixable - one of those slightly annoying things that would be good to fix
