First build, is it compatable?

Before I order it, will it all work together? Is there something better I can replace without increasing the cost? Im on a tight budget and this is really all I can spend $600-700.
Hopefully itll be able to run Guild wars 2 maxed out at least, thats what I need.

I already have an OS keyboard and mouse, no need to mention those.

id suggest the m597-evo motherboard for the phenom but make sure you get something like a hyper 212 evo to cool the CPU. the stock fan wont overclock well.

id personally pay a little more and get a 7850. uses much less power and performs better

You picked well by using a strong graphics card with a less expensive cpu.

But, bulldozer cpu's have been a disappointment for the gamer.

Even the $70 G630 is comparable to the fx-4100. At the same price point, the i3-2100 is even better.
Any socket 1155 motherboard will do the job.

The 6950 needs a 500w psu. The raidmax psu is a tier 5 unit(not recommended) on this list:
Stick with a quality brand like Seasonic, Corsair, Antec, xfx, or PC P&C.

I like the newer 28nm based graphics cards like the amd 7xxx series, or the nvidia GTX6xx better. A stronger 7850 would cost less and take less power.
