Green lines across the screen

I have a problem that mostly occurs in Source games but also in other games, where green lines/dots will appear all over the screen but will not otherwise affect stability/performance, which means the game will continue uninterrupted with no crashes. The problem, as you can see occurs when I open a game and will persist when I exit it. It doesn't require a reboot to fix - I can just put my computer to sleep and wake it up quickly and it'll disappear. Why it happens I don't know. I've experienced it consistently in a few older Source titles but never in the CS:GO beta and I've also experienced it a few times in Diablo 3. I've never had it in such titles as Batman: Arkham City, Skyrim, Arma 2 or Battlefield 3. So it seems like it only occurs in less demanding games.

Intel Core i7 2600K
Corsair Vengeance DDR3 1600MHz RAM (8 GB)
Radeon HD 7950 (Brand is ASUS DirectCUII-Top series)
Corsair AX850
Windows 7 64-bit

I've updated the graphics driver to the latest (Catalyst 12.6) which I had hoped would help, but it didn't. I've got my card hooked up to a receiver that is hooked up to an LCD TV. Don't know if it's the TV that somehow has issues with the input.

To me it's just weird that there's no crashes and there's only problems with older/less demanding games. It obviously still renders the affected games unplayable. I hope you guys have some ideas.
