Computer not starting

This is my first time posting here, so sorry if I do something wrong. I recently put my RAM's voltage up to 1.65 thinking that it would solve some of my computer related crashes, but right after I did that my computer wouldn't start up again. It would turn on for about a second power off and just continue doing that until I turned off my power supply. I tried removing the power supply, the CMOS battery and moving the CMOS jumper, but after I turned it back on it did the same thing. Is there any way to get it working again?

I have also tried using only one stick, but the same happens with all 4. When I boot it without any RAM, it makes it to POST and gives a memory error, does this mean that I need new RAM?
