Computer not starting

This is my first time posting here, so sorry if I do something wrong. I recently put my RAM's voltage up to 1.65 thinking that it would solve some of my computer related crashes, but right after I did that my computer wouldn't start up again. It would turn on for about a second power off and just continue doing that until I turned off my power supply. I tried removing the power supply, the CMOS battery and moving the CMOS jumper, but after I turned it back on it did the same thing. Is there any way to get it working again?

I have also tried using only one stick, but the same happens with all 4. When I boot it without any RAM, it makes it to POST and gives a memory error, does this mean that I need new RAM?

Get a cheap single stick first for testing. 1333mhz 1.5v cl9 and see.

I just got a new stick, and the same thing happens.

You're saying it still doesn't power on with the new ram,but powers without it? same as the old ram?

Yes, it does the same thing that the old RAM did.

And you're certain you reset the motherboard? strange.
Keep the CMOS battery unplugged for 45 minutes. Then test the new stick again.
