Problem in Monitor's Display

I have a DELL IN2020M Monitor and it is not working properly as it has some problems is pixels arrangement, a shade comes after every text or picture . But when i turn off the power of my U.P.S. it displays very fine with no shades and when i turn on the U.P.S. it shows the same problem. So pls help me out of this problem and give me some advises. And note now i have no graphics card i have a intel core 2 duo e7500 processor and
