Will my cpu bottleneck my video card???

I am going to build my first PC when I get the money. The money part will take awhile(I'm only 14 it's hard to find a job where I live) but, I was curious and wanted to know whether my cpu will bottleneck my video card or not.

For a low end card, no.

Most games in general are very GPU oriented and even a modest CPU is more than enough for most games.
This is especially true with a low end card.
The athlon that you are looking at will be more than enough to not bottleneck a gtx 650.

What part of it is not good about it?
The GPU will run modern games at low-medium settings and the CPU will be more than enough to not bottleneck it.
