will my cpu bottleneck my video card? or is it the other way around?

CPU:AMD Athlon II 3.0ghz propus quad core

Video Card: EVGA GeForce 650GTX 1GB 128 bit GDDR5 PCI express 3.0x16 HDCP Ready video card

Unless you are doing some EXTREMELY hard core gaming(meaning 3+ monitors at full resolution) neither one of those is going to bottleneck each other at the moment. in a couple years, you may hit a bottleneck caused by your CPU, but that wont be the case yet. If you are having problems, post more on you problem and the specs of your comp so we can better assess the situation.

Look into overclocking the cpu a bit.

Otherwise not too terrible, depends on the games though.
