Power supply fan starts to run, but stops quickly

I've just started building a PC for my family today. It's my first build and I just did a test outside of the case. When I turn on the power everything works, but the power supply fan is on for only about 10 seconds and then it stops but the power supply stays on... Is that normal and is it because I haven't configured the CPU yet? I'm only wondering because I don't want to completely build it and have to take it out later.
