CPU so hot and usage is really high

I had cleaned out my heatsink, left my computer off for a while, and its still not working correctly. Its been making this weird noise aswell inside of my desktop. Its not beeping. Any suggestions/ help?

What sort of noise does it sound like, a loud whirring sound. make sure the fan cables are not touching the fan blades, your bush or set of bearings in the fan may have some wear on them you get a buzzing sound from these. Anyway maybe you should completely take the heat sink off the cpu clean off all the old thermal paste, re apply fresh thermal paste and refit the heat sink see if it resolves the problem.
