Looking at 2 PSUs the Rosewill HIVE has 1 - 12V rail, but supplies 650W

The OCZ ModXStream Pro has 2- 12V rails, but supplies 500W

Which would perform better?

Solution
The OCZ ModXStream Pro Series 500W (OCZ500MXSP) has a maximum combined +12 Volt continuous current rating of 36 Amps and has one 6-pin and one (6+2)-pin PCI Express supplementary power connectors.

The Rosewill HIVE Series 650W (HIVE-650) has a maximum combined +12 Volt continuous current rating of 46 Amps and has two (6+2)-pin PCI Express supplementary power connectors.

Both models are made by Sirtec (i.e. the OEM).

The Rosewill HIVE Series 650W (HIVE-650) is the only one of those two PSUs that is capable of powering a system with two reference design Radeon HD 7850 graphics cards in 2-way CrossFire mode.
