Hi, the problem is that my graphics card idles between 68-70C & fan speed at 40%. It makes this loud weird noise and the temperature only got worse. It was at around 61C a couple weeks ago and it slowy moved up to 68C idle.

GFX: Nvidia GeForce 9300GE (HP)

Is there any way I can reduce the noise and the temperature by about 10C ?

I usually have to open the case and spin the fan manually for a minute or two when the fan stops spinning. It works ok for about a day, but it has turned into a daily chore.

If I can't solve the problem, I am also willing to invest into this card:
Nvidia GTX 560 SE Fermi

What would be any good addition(s) to this?
PSU , etc

If you are having to manually start up the fan then you need to get a new fan. Do so ASAP or just ditch the card and upgrade to a new card. Fixing the fan will greatly improve the cooling performance.

Sounds to me like he needs to clean the fan, crud builds up and keeps the fan from kicking on under light loads
