Hi, the problem is that my graphics card idles between 68-70C & fan speed at 40%. It makes this loud weird noise and the temperature only got worse. It was at around 61C a couple weeks ago and it slowy moved up to 68C idle.
GFX: Nvidia GeForce 9300GE (HP)
Is there any way I can reduce the noise and the temperature by about 10C ?
I usually have to open the case and spin the fan manually for a minute or two when the fan stops spinning. It works ok for about a day, but it has turned into a daily chore.

If I can't solve the problem, I am also willing to invest into this card:
Nvidia GTX 560 SE Fermi

What would be any good addition(s) to this?
PSU , etc
