No or slow internet speed on new modem

I got this new cable modem from TWC because this netgear one crashed whenever was gaming. Now I have a RCA DCW725 and it works perfectly fine on just one computer. I tried turning off the computer because i figured it might be a traffic problem but nothing. The computer where it doesn't work shouldn't have a problem because the other modem worked fine with it. I tried reseting all my settings and checking my LAN settings ect. I basically went through all of TWC troubleshooting on the phone and they told me it was browser related on the computer. I'm sure that it can't be that because i didn't download or change anything since i got the new modem. I didn't even log on on the other computer. The only thing i can think of is to reinstall windows and see if it works but I doubt it was anything to do with windows. Any ideas why this computer works and the other (newer) computer doesn't?
