Computer Diplay Problem

Hello,
My Monitor Displays lot of mixed colors when starting it for the first time for the day.

does it do it all of the time or just when you first turn it on?

it only happens once when the computer starts for the first time, i had to press the restart button to get my computer working.

Intel core i3



4GB Ram
EVGA GT 440 (1 GB) VGA
Samsung Syncmaster SA19A LED Monitor

I would guess there is a video card problem. Is the fan spinning, is the video card seated properly in the pci slot?

yes. The fan is spinning. and the Card is properly seated to the PCI slot.
